IPhone Geotagging App Redesign

This job was awarded to developers on Elance, and we are extremely unhappy with the result. As such, we are looking to get another English speaking developer to rework their code and finish the job for us.
The app is a geotagging app, using the users current location to deliver points of interest. We require server interaction with an SQL database which will serve all the relevant information to the map application. Data which will be transmitted includes GPS coordinates and small image files. The app also needs to utilize the SDK built in 3d graphics libs to display some simple looped 3d logos (3d files will be provided).
As I mentioned earlier, the coding has already been done. We are after a developer who can take that code and remake the application using the 3.0 SDK and its features. Currently the app uses OpenStreetMap via Cloudmade for maps - we want to utilize the inbuilt google maps (available with the 3.0 SDK). Turnaround is key here, we need the app to be released as soon as the 3.0 software goes public.
Knowledge of Joomla, PHP and mySQL will be required to understand how the app is served its data.
Upon an acceptable bid, we would need a non-disclosure agreement to be signed before providing exact information about the project.
